Centrifugal clutches for yard karts and mini bikes operate best with a drive tire under 13" diameter and gear ratio of 6.5:1 or numerically higher.
For off road or mixed terrain riding, a TAV will be much better due to it's variable gear ratio ability. You'll have low end torque as well as a comfortable top speed.
